CCSE Prep Academy operator face child abuse allegations

ROSEVILLE, CA - A Roseville man has been accused of inflicting cruel corporal punishment on four students who were in his private college preparatory program for basketball athletes, according to police.

Francis Amiteye Ngissah, 24, is alleged to have restrained the student-athletes with zip-ties and made them stand in a corner for long periods of time as well as clipped clothes pins on their nipples, said Officer Dee Dee Gunther with the Roseville Police Department.

Gunther said police were alerted to the alleged abuse on Tuesday when the youths made a complaint. Three of the alleged victims are foreign exchange students and the fourth, a young man, were boarding with Ngissah at his Woodleaf Circle residence.

Ngissah was arrested Wednesday evening on booking charges of child abuse involving cruel corporal punishment and willful cruelty, battery and false imprisonment. He posted $100,000 bail and was released from Placer County Jail.

Investigators believe there may be other victims who left Ngissah's CCSE Prep Academy. Anyone who thinks they were a victim of the suspect was urged to call the police department at (916) 774-5070.
